Jacobs is seeking an Interoperability Test and Evaluation (T&E) Analyst to join our team of qualified, diverse individuals supporting the Defense Information Systems Agency Joint Interoperability Test Command (JITC) Test, Evaluation, and Certification (TEC) contract at Fort Meade, MD.
The selected candidate will join the Naval Surface Systems Joint Interoperability (IOP) team to perform analytical work in support of testing, evaluation, and certification of Information Technology/National Security Systems related to the Department of Defense's maritime surface platforms in accordance with DODI 8330.
01 and JITC guidance and procedures.
The selected candidate will apply common T&E processes that include identifying requirements, verifying user needs, developing evaluation approaches, collecting data, analyzing data, and reporting findings.
The selected candidate will perform interoperability test planning and conduct interoperability T&E, to include analyzing test results and preparing thorough, accurate, and complete formal test documentation.
The selected candidate will provide consultation on complex projects and be a top-level contributor/specialist in their department.
Travel estimate is 10-20%.
The Joint IOP certification efforts include, but not limited to, the following systems:
America-class Amphibious Assault Ship, Arleigh Burke-class Destroyer, Ford-class Carrier, Lewis-class Fleet Replenishment Oiler, San Antonio-class Amphibious Transport Dock, Ohio-class Submarine, and Virginia-class Submarine.
Duties include:
o This position requires physical presence aboard US Navy/US Naval Ship vessels while underway for periods of up to seven consecutive days to support test activities as a participating member of the underway IOP Test Team in collection of real-time test data, analysis of test results and drafting thorough, accurate, and complete formal test documentation.
o Responsible for the design and implementation of IOP test planning documentation to determine platform under test (PUT) IOP requirements standards and criteria are met.
Documentation to support this effort includes requirements analysis plans, data management analysis plans, and IOP evaluation plans.
o Review applicable PUT requirements documents (e.
g.
, Initial Capabilities Documents (ICDs), Capability Development Documents (CDDs), Capability Production Documents (CPDs), Information Support Plans (ISPs), Test and Evaluation Master Plans (TEMPs), Concept of Operations (CONOPs), etc.
) to ensure user requirements and criteria are correctly documented and included early in the T&E planning process.
o Recommend adjustments to the T&E process or detailed procedures to the program manager, program office staff, and other stakeholders.
o Incorporate Design of Experiment (DOE) and Scientific Based Test Design (SBTD) into T&E approaches.
o Ensure IOP test requirements, test scenarios and test scripts adequately cover Key Performance Parameters (KPPs).
o Collect all interoperability related technical data found during T&E events.
o Convene Data Authentication Groups (DAG) to score and authenticate data, and investigate the causes of anomalies before the data proceeds further in data management processes.
o Utilize manual data analysis methods and automated test tools to execute assessment of collected data.
o Execute collection of real-time test data, analysis of test results and drafting thorough, accurate, and complete formal test documentation.
o Record all initial findings and document final test results into applicable joint IOP certification reports.
o Ensure T&E reports are written in accordance with current JITC policies and procedures, delivering reports after a thorough administrative and managerial review.
o Ensure full accounting of anomalies and errors found in testing, notifying customers and management.
o Participate in Integrated Product Team (IPT) meetings, Test Concept Briefs (TCBs), Test Readiness Reviews (TRRs), program reviews, teleconferences, and video teleconferences.
Here's What You'll Need:
Requires a Master's degree and at least 8 years of experience or a Bachelor's degree with at least 10 years of experience.
One year of experience can be substituted by 15 semester hours completed towards a Master's degree.
Requires at least 1 certification in area of specialization.
Additional certifications in the area of specialization may be substituted for 1 year of experience.
The degree must be in a relevant technical curriculum and experience must be related to the job duties.
This position requires an active Secret security clearance on hire date with the ability to obtain and maintain a Top Secret/SCI clearance.
Current TS/SCI is desired.
o Operational Test and Evaluation (OT&E) experience is required.
Experience with COMOPTEVFOR, NAVSEA or NAVAIR operational testing is desired.
o Excellent communications skills, including verbal, written and presentation skills with the ability to write and present complex issues in a clear, concise, and easily understood manner.
o Attention to detail creating, reviewing and editing requirements, specifications, test plans, and recommendations related to proposed solutions.
o Possess the ability to understand new concepts quickly and apply them accurately throughout an evolving environment and organize work assignments to meet established timetables.
o Ability to collaborate effectively with senior management, cross-functional teams, internal/external customers, and end-users.
o Familiar with and actively using the Microsoft Office suite.

Independent personal transportation to office or work site is required.
Travel to and from customer's locations and the test fields may be required to support projects.
